Project Profile:

This project is being constructed in accordance with the Highway 13 Functional Plan(1992) and will complete the fifth phase of a long term project aimed at improving safety and aesthetics of the highway through the City.

Other sections of the highway which have recently been completed to this design standard are 48th Avenue between 49th Street  and 51st Street in 2001, 48th Avenue, between 51st Street and 53rd Street in 1997, and 48th Avenue between 58th Street and  Mount Pleasant Drive in 2001.  In each of these areas we have noticed a reduction in traffic accidents and an increased use by pedestrians and other non-vehicle traffic since construction.

Construction of this project will include:

  1. Widening the highway to the north (shifting the center line to the north), allowing each of the highway lanes to be widened to a 3.75 metre standard.
  2. Relocation of the center mount street lighting to the north and south side of the road to provide better lighting patterns and to remove the hazard of the pole in the narrow center median.
  3. Reconstruction and widening of the sidewalks (the sidewalk from 43rd Street to 46th Street was constructed in 2001 and is well back from the future north edge of payment providing a boulevard to improve pedestrian safety and comfort).
  4. The turning radii at the 46th Street intersection will be improved to accommodate the high use by school buses at this intersection.  The traffic signals will also be replaced and updated.
  5. An asphalt overlay will be constructed over the entire project with new permanent lane markings.

This project was selected as a high priority for 2002 because:

  1. The existing asphalt surface is deteriorating and requires an overlay.
  2. The current lane widths are only 3 metres as compared to the current standard of  3.75 metres.
  3. The existing sidewalk is narrow, close to the roadway, very uncomfortable to use as a pedestrian, and particularly dangerous because of the high percentage of children using the area.

We hope that the project will improve safety for both drivers and pedestrians as well as protect the existing investment in the roadway by maintaining the road surface.

Engineering

Engineering and field supervision of this project will be provided by the City Engineering Department

Contractor

Border Paving was selected as the prime contractor through a public tender process by council on August 12, 2002.

Budget and Funding

This project is funded through a partnership through the City of Camrose and Alberta Transportation.

Total Project Cost $1,000,000.00
City of Camrose Contribution $   350,000.00
Provincial Transportation Grant $   650,000.00

Schedule

Construction has begun and we anticipate that this project will take 6 to 8 weeks, weather permitting. Unfortunately, this project will significantly impact access to the Charlie Killam and Sifton schools for the duration of the project. During the majority of construction, 48 Avenue will operate as a two lane road throughout this section with one lane east bound and one lane west bound.

Due to the increased congestion and other safety considerations, left turns will be banned at 46 Street for the duration of construction.

During construction the sidewalks on 48 Avenue will be closed to pedestrian traffic. Crossing guards will be positioned at 46 Street to ensure that children can cross both the vehicle and construction traffic safely.

The map below will show the access safe access routes to the schools:

Installing gravel -- geo textile fabric has been placed over the clay and the gravel road structure is being placed.Intersection at 48 Avenue and 46 Street. Lighting fixtures, catch basins and fire hydrants have been moved to allow for the highway widening.
Surveyors are placing stakes for curb and gutter alignment. The median has been removed and will be replaced after paving.
The sidewalks, curb and gutters have been completed at the intersection of 48 Avenue and 46 Street. The curb and gutters have been completed to the end of the construction area, on the north side, by Sifton School.
Concrete truck preparing to pour its contents.Concrete being poured and levelled off into the forms.
Concrete has been poured into the forms and will be given a few days to reach the needed strength before paving can begin.Trowel is being used to smooth out the concrete and give it a nice finish.
Crossing guards Janet, Leanne, and Tracy are positioned at 46 Street and 48 Avenue intersection ensuring that children can cross both the vehicle and construction traffic safely.Existing curb, gutter and sidewalk has been removed on the south side of 48 Avenue.
Crews are preparing the area for the new sidewalk which will be constructed separately from the curb and gutters.Traffic has now been moved to the north side of 48 Avenue to prepare for the construction of the south side curb, gutter and sidewalk.
Gravel base has been constructed and forms setup for the monolithic(curb, gutter and sidewalk as one piece) on the south side of 48 Avenue.Concrete being poured.
Crews smooth the concrete in the forms.Crews use screed to level off excess concrete.
Broom is being used to finish the concrete sidewalk.Trowel is being used to smooth out the concrete.
Concrete replacement is well underway on the south side of 48 Avenue.Concrete replacement is well underway on the south side of 48 Avenue.
South side paving completed by late September.
North side paving completed by end of October 2002.
Forms being setup for new median.
Crews pouring. levelling and finishing the new median.Medians completed by end of October 2002.
