and
46 Street

Storm Sewer Installation

Project Profile:

The residential area was constructed in the 1920's with many of the homes constructed in the 40's and 50's. The roads in this area are some of the worst in Camrose and the area was originally designed with very little or no drainage facilities. The Camrose Local Road Renewal Program originally was targeted at areas where there were a significant number of water main breaks (usually in areas where there were cast iron water mains). Those areas have now been repaired and we can now look to other areas with priority given to areas with the poorest road condition.

Our Storm Water Master Plan identified the fact that the streets in the Rosebud area have very little grade and that there are no storm water facilities in the area to carry off drainage. Rainfall run off the lots, enters the streets and eventually works its way to 52nd avenue and 46th street corner sometimes traveling a path of more than a kilometer before being carried away. This poor drainage has contributed significantly to the deterioration of the road structure.

When the area was originally constructed the roads were not constructed to what we would consider a modern standard. When we reconstruct the roads and excavate the existing gravel we will find a layer of organic material (top soil) below the surface. This organic material over the years has contributed to frost heaves and the break up of the road structure.

While the water and sewer mains in the area are in good condition and are not expected to give trouble for many years, many of the water and sewer service lines do need to be replaced. In general the water service lines are 13mm in diameter, which is only half the diameter of the current standard. Many of the current sewer service lines in the area are "no-corrode" material which was a tar based material used in the 40's for the sewer servicing. This material almost always collapses overtime causing sewer blockage. Other sewer services in the area are clay tile and have experienced root intrusions from trees both on City and private property.

Before commencing on a Roadway Rehabilitation Program we first must address the deep underground utilities.

In 2003 a major storm sewer was constructed on 46th street and will eventually tie to Camrose Creek at a point north of 54th Avenue. At the same time water and sewer services along 46th street were replaced with new services to the property line and the road base was reconstructed to a gravel standard.

Engineering:

The City of Camrose has selected Associated Engineering as the Design Engineer for this project, they will also be responsible for obtaining all the Associated Environmental Approval permits related to the storm sewer piping drainage ditch and outfall into Stony Creek.

Contractor:

The project was put out for public tender and DDC Contractors of Kelowna were the successful bidder.

Budget and Funding:

The budget for the 2003 storm sewer and ditching component is $2,000,000.00 with funding from City Debenture Borrowing. The budget for the water & sewer servicing replacement for 2004 along 46 Street (52-54 Ave) is $200,000.00

Project Status:

In 2003, a major storm sewer was constructed on 46th street which will eventually tie to Camrose Creek at a point north of 54th Avenue. At the same time water and sewer services along 46th street were replaced with new services to the property line.

In 2004, we plan to reconstruct 46th street with new curb and gutter, sidewalk and paving. 2004 will also see the first phase of underground construction east of 46th street which will extend storm sewer service to the area along 52B Avenue and provide a second feed for water service into the area (currently the only water main feed to the area is on 52nd avenue and if there is any failure of that line the entire residential area must be shut off).

Over the next three to five years we hope to complete the underground and surface rehabilitation of all the roads within this residential area. The sketch below shows the proposed schedule for both underground and service rehabilitation. This schedule is dependent on funding as approved annually in the municipal budget. This schedule may have to be extended over a longer time period if current funding levels are not able to be maintained. While all of the underground work will be completed at no direct cost to residents there will be local improvement charges for approximately 1/3rd of the cost of the service work (curb, gutter, sidewalk, and paving). These local improvements will be advertised to area residents approximately one year prior to construction and an Open House will be held to discuss the project. Residents would have an opportunity to petition against the project.

The total cost of improvements to this area will be approximately five million dollars.

Proposed Schedule for both Underground and Service Rehabilitation

Public Notice:

An open house was held with area residents and businesses in November 2002 to discuss the project and the impact the work would have to those abutting 46 Street. Residents will be notified and an open house held for each phase of the construction.
