Water Treatment Plant Upgrade Granular Activated Carbon (GAC) Contact Facility

Project Profile:
This project will involve the construction of an auxiliary Granular Activated Carbon (GAC) contact facility at the
Camrose Water Treatment Plant (WTP). The GAC facility will provide an additional treatment step after the existing water
treatment plant process to remove additional organic molecules from the water. The end result of this construction will
include water with an improved taste and reduced odor, and allow for a higher level of disinfection using lower levels of chlorine. See the 2007 components of this project for history.

The GAC contact facility will consist of a new structure, approximately 34 metres (m) long by 18 m wide, which will be located
on the existing City lands immediately NW of the existing WTP. The structure will house:
- 6 pre-purchased Calgon Carbon Modular Model 12 GAC contact chambers; the tanks will be approx. 5.2 m tall and 3.6 m in diameter,
and will each have a design flow capacity of approx. 27.8 litres per second (L/s), when run as stand alone units; the piping within
the GAC facility will be arranged to allow for flexibility of running the tanks in series or parallel, depending on the specific daily
needs of the City; the current arrangement of 6 GAC contact tanks will allow for the treatment of up to 15 million litres of water per day (ML/d).
- 2 future GAC contact tanks, which can be added once water demands within the City have increased to the point at which these units are needed
- 24.45 m3 of carbon to fill each tank, as well as storage areas to handle bulk unused and waste carbon.
- 2 pre-purchased Trojan Technologies UVSwift 4L24 Ultraviolet (UV) disinfection reactors; the reactors will each be approximately 0.6 m in
diameter, will contain four 9.7 kW lamps, will be located in-line with the existing water flow through the GAC facility, and have been sized
for current and future expected flow rates.
- All necessary piping, valves, instrumentation controls, etc., to ensures the flexibility and efficiency of the facility.
The architectural façade of the building has been designed to be compatible with the existing facilities at the WTP, and the area
around the new GAC facility will be properly landscaped with grass & trees.
Engineering:
The design and site supervision of this project will be conducted by the City Engineering Department
and ISL Engineering and Land Services.
Contractor:
Maple Reinders Inc., of Edmonton, has been awarded the contract for the construction of this facility. As part of their contract
with the City, Maple Reinders will install the pre-purchased GAC and UV equipment into the new facility.
Budget and Funding:
The total project budget is $6,789,000, broken down as follows:
- Pre-purchased GAC & UV equipment – $1,215,000
- Additional materials & labour (Maple Reinders contract) – $4,196,000
- Additional equipment (not included in Maple Reinders contract) – $108,000
- Engineering – $890,000
- Contingency – $380,000
This project will be funded as follows:
- Alberta Municipal Water/Wastewater Partnership – $2,000,000
- Water System Reserves – $1,100,000
- Debenture Borrowing (Bylaw # 2499/06, approved by Council on July 10/06) – $2,500,000
- 2006 Water Capital (carry-over from approved 2006 budget) – $400,000
- 2007 Water Capital – $300,000
- 2008 Water Capital – $489,000
Schedule:
This project is expected to be substantially complete by summer 2008.
- Pre-purchased GAC equipment was delivered and moved into the GAC building in mid-December 2007.
- Mechanical piping installation is underway and is expected to be completed by mid-July 2008.
- Plumbing - HVAC installation was completed in March, 2008.
- Electrical installation and instrumentation is currently underway and is expected to be completed by late-August 2008.
- Pre-purchased UV equipment was delivered in November 2007. UV equipment installation should be completed in mid-July
after the completion of mechanical piping installation.
- The entire project should be completed and commissioned by late-September, 2008.
